With experience in the government and private sectors, she regularly serves clients in matters before the Federal agencies concerning the electric and natural gas markets, and regulatory and electric reliability compliance, including counseling those seeking innovative strategies and businesses opportunities in response to new energy policy. In particular, since inception of power restructuring in California, Elisa has represented the largest single user of power and transmission in the state before the FERC and the courts. She has assisted U.S. and Canadian clients in international trade issues, which has required a substantive knowledge of tariff and rates, environmental concerns, certificate and abandonment requirements, as well as operational and business factors. Elisa has also advised clients on a variety of environmental and natural resources matters before the Federal agencies and in the courts, and has provided counseling and contract drafting assistance to clients such as natural gas pipelines and petrochemical terminaling facilities.
